that's a water /gas pump.
see the funny looking thing in the bottom of two of the pics? with the two "adaptors"? these are generally connected to pipes that either draw methane from under old refuse sites to power engine to create electricity and sell back to the grid, or they're set up in a de-watering system to pump high ground water levels away from new construction footings for big supermarket / warheouse developments.
