finding crank TDC

From what I've read, the crank makes two full revolutions from TDC to TDC, does this still apply when the timing belt is not present and the cam pulleys are stationary? I tried to use the starter to break loose the crank pulley bolt but my tool broke and the crank spun freely, can I just set it to 0 or do I need to make sure it's on the right revolution? are the pistons always at the same position when the crank is at 0?

I know it was stupid, I have since purchased a chain wrench to do the job correctly.
