What Is This Item And What Does It Do ?

Guys,
Can someone please assist me ?
I have a 1UZ-FE in a Soarer.
On the front of the manifoldis a circular object with a water line into it, a line out to the throttle body and a air line from the air intake as well as an electronic plug.
I am curious what it is and what it does ?
Can anyone assist me please.
