V8 Question

I am new to the V8 sceen..

Is it possible to build a 500BHP or more short block V8 around 4.0l with fuel injection and twin turbo?

Would you go Quad Cam or Twin Cam?

If it can be done can all parts need be brought new i.e not having to use the block of a rover v8 etc. Are there any companies that sell parts like aluminium short blocks etc etc... or am I dreaming?
