Haha that's no surprise. Any part that promises equal performance gain for every single car model without a dyno sheet or even a description of what the part does is a scam.

I bet it works great combined with a tornado intake 
the tornado is crap when I bought my lexus it did not run right
pulsing when you hit the gas. I changed the air filter and found the tornado in it so I took it out and my car ran a lot better.
it may work on carb engines but not on fuel injection tuned port manifolds.
I think it makes some cylinders lean and some rich
also I gained 4 miles per gal. after removal.

I believe the Tornado and the cheap chip won't work. However, it's kind of funny that my co-worker strongly confirmed the Tornado works better than stock on his Rav4. You may save up that $69 for a electric supercharger (just as they call it, even though some of them come from the boat part stores for $20 and that's called "blower") for a few hp gain at launch. I tried to put the boat blower on my Accord and it really gained the hp. The gain feeling was real.
