To a serious extent, if you're in the U.S., take him to a small claims court. But be sure to gather all neccessary documents & witnesses as evidence that he's breaching your oral contract. If I were you, I would've had a written contract specifying the completion time & money. However, if you don't have any evidences, you still could win because it's very unreasonable to keep the car that long. At least you still could have your car in the original condition & money back. Do the homework before going to court.

Lastly, don't waste your time by kissing his ass anymore. He's totally b.s. to this point. If you're in Orange County, California, I could refer you to a fabricating shop that can do the job for you realy quick. There're always 3 to 4 people working at the same time. Last but not least, buy a welding book, a good welder of 230 Volts, a metal cutter and do it yourself.

I think there is/will be a lot of us with this same dilemma unless someone trustworthy can make a set of TT Manifolds for us SC400 guys........ I hate to say this but you may just have to wait it out till he is finished and then take his design (long as it works) and copy it and market it to get your money back The time unfortunately cannot be replaced. Also unfortunately, till we have a better option, i think this situation will repeat itself : (
