WTF??? The type of car, specifics of engine arangement, and possibly a pic of the offending item would definitely help, because so far your description fails to indicate anything similar to power steering at all.....

The canister you refer to could be silver which would make it the fluid resevoir for the power steering.
Or.
It could be black and bolted to the side of the power steering pump and about 11/2" in diameter in which case it's an idle up valve for when you turn the wheel at idle.
If it has only one hose (about 1/2" external diameter) attached to it you need to find the second hose of the same size. You can either reconnect the second hose or block them both off.
If one of these hoses is dicsonnected it will muck up the idle but won't splash power steering fluid around the engine.
Or.
