Cut wire in engine bay

I've been having a cold starting problem and wonder if this may be related. I popped my hood today for a routing checkup and noticed a wire touching the serpentine belt. It was cut halfway through. I'm going to have it repaired soon. Where is this wire supposed to be tucked away? The wire is pretty long so I'm not exactly sure. Pictures would be very helpful.

That wire goes to the coil pack that is in the 1st pick. Normaly it has a clip under the pack that it clips on to.

looks a lot like a wire to the cam angle sensor

It is the wire that goes to the cam angle sensor on the left bank

How would this affect my motor's operation if its slightly damaged? The connection is still fine, since when its unplugged the car throws a CEL? Its kind of disappointing that it isnt the connector for the cold start injector time switch since I have a cold starting problem, and I thought this was the culprit. :sorry:
