cluster probs, tapping noise in engine and how to remove restrictor

Ok so iv recently brought a limited addition 91 v8 soarer but the cluster suffers from blinky dash the restrictor cuts me out at 177km an the engine has a knocking noise what is the best way to solve these issues.
