Air Suspension

I recently purchased a 1990 ls400 which has an aftermarket height controller installed. My problem is that the front left side does not come up as high as the other side and is usually about an inch or 2 lower than the other side. It doesnt seem to be leaking as it stays constant at whatever height i put it at. The only time its level is when the car in at the lowest point but then the ride is really bumpy like its on bump stops. Is the air suspension on the front left stuffed or is there something else to it?please help

I had a proper look at the car and noticed that the left side of the car (passenger) is actually lower than the drivers side. The higher u go the more of a difference between the 2 sides
