what does this do? do i need it?

2 small dia pipes going to power steering pump, they go to inlet area..what are they for?do i need them?is it a vac pump??

i have no power steering pump now, as it hits the powrr steering rack (swap), i have electric pump now...so no where to connect little pipes to..

they are for idle up when you use power steer in the stationary position.disconnect if not using power steer and block any ports off on the inlet
