Vacum Line Question

Just a quick question, what is the vacum thing for? (in the red circle)

This is a Crown engine (like a 1991). Note there is no EGR from factory

One side has a vacume line (Both vac line's have been taken off in this pic) that goes the intake before the butterfly and the other Line goes to the rear of the Plenum

Anyway just wanted to know what's it for

I have a better Question

Do I need to run the charcoal canister?

Can I delete this or will it cause starting problems etc?

Eg: I mean cap the vac lines on the plenum and unplug and remove that part in the photo
 
I personally think its a good idea, it allows the fuel tank to vent into the canister. otherwise put an inline fuel filter on the tank fent pipe or something similar to stop crap getting in there but so it can still breathe
 
ADR's require it and EPA demand it.

Without it the engine won't comply with our emission laws and should fail engineering.

Yes your right, but Im only interested in the working of this system and to see if it failing can cause other problems etc. If I dissconnect the VCV Plug will it cause fault code's in the ECU causing other problems
