Help please, unknown pipe..

Can anyone identify this pipe which comes from the thermosat housing on the right side underneath , then goes down and pops up behind the powersteering bottle.
The 1uz is from Celsior UCF20, which I'm putting in my Altezza

Does is go back to radiator?

In the factory system it goes the to the header tank. In a conversion I would normally weld up the thermostat housing where it comes from. Cheers
