As you guys know our member Elliot made a cam shim tool for the 1uzfe (pre-98). Its a pretty handy tool. One nice thing about the 1uzfe shim is that they are located on top of the bucket and you can change the shim without taking the cams off. However, the post 98 V8 engines (ALL) the shims are located under the bucket. Now in order to shim them, it would be a nightmare. The cams must come off into order to change the shims. For average mechanic he would need to take the cams in and out few times. I am really glad that I have the older model.

I don't know the plus/minus details of top vs. bottom shim. But, for an aftermarket cam project it MIGHT make sense to change a VVTi engine to top shims for the reasons you state. Of course it would depend on whether the old bucket measurements are compatible with the VVTi heads.
