Car Idles High

When I start my 91 LS400 the car idles around 11-1200 rpms.
It takes a while for it to go down to 6-500 rpms. Also the outside fans I guess AC fans never turn off. Had a new fan clutch installed but the car is still loud at idle. Anyone have any ideas?

i would check the fan relays under the drivers headlamp. Maybe a short there is causing the engine to idle up and keeping the fans on?

Fan relays? Are they under the light or behind it?

I can't remember if I had to take the headlight out to access those or not. Does any one else know the easiest way to access the fan relay box?
