94 sc400 not charging!!! please help!!!

help!!!! im a cady tech. working on a 94 sc400 4.0L . it has a new alternator and new battery. still no charge. does this have an external regulator ? if so where?????? thanks in advance!!!

thanks for youre reply!! first thing i did was check all fuses. had 3 bad. replaced fuses , retest no good !
heres what i found today. first start cold with good battery, charges 13.99v & over 10A. WHEN IT REACHES O.T. V- DROPS TO BATTERY. NOW DRAWS - NEG AMPS!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!WTF?????????? KEY OFF & OUT OF IGN. ALL ACC. OFF & DOORS CLOSED -39.88ma DRAW. PULLED FUSES. DOME 10A DROPS IT TO -15.34ma . AND DISC. ALT POS LEAD, DROPS TO 0.0. DOES THIS MAKE SENCE?? I KNOW CADY'S CLASS2 DATA USES UNDER 25MA FOR 22 MODULES!!! AFTER THEY GO TO SLEEP. APROX 15- 20 MINUTES LATER. WHAT AM I MISSING ?? NEW ALT INTERNAL FAULT, SHORTED??? LET ME KNOW WHAT U THINK. THANKS FOR YOURE HELP. ^&*@#!@# THIS LEXUS IS MAKING ME FEEL STUPID!!!!!!!!
