Are you on an incline or decline? I believe it's because the gears are still moving so the built-up friction is causing the gears to move the car ever so slightly. This is the reason why you can push and jump-start your car; not something i'd recommend since it grinds the gears.

It should be a whinning noise, but since you checked the power steering fluid level it probably isn't. What kind of terrain (flat surface, road tilting to the left or right) are you on when your steering wheel is 45degrees left? Is the steering angle fixed at 45degrees away from the center?
