    ADJUSTING THE BELT ON THE PULLEY THIS WONT EFFECT OVERLAP TO DO THAT YOU WOULD HAVE TO ADJUST THE CENTRE GEAR. Sorry for shouting adjusting both banks by one tooth on the cam belt pulley.

    Zuffen your motor is a yo yo in and out more often that i do work. i don't know how i did it but i have not had to pull mine out once. althought to get the A/C pump in it might be the easiest way.     EDZ you say this is a new national guidline is it being written into the ADR's and if so where as this is the only national legislation governing vehicles. all modifications are certified at a state level and i have not heard of queensland bringing in such legislation.
