A flashing / blinking CEL means there is a misfire in one or more cylinders - is your engine / wiring setup original to this car or has been swapped?
What I would do is drive it till it flashes again, dont turn the engine off, short te1 to groud to check codes and see what it comes up with...
I don't know what does basic salary mean, but if you're on low income / tight budget, I would not delve into such projects but rather use the money to make life easier on the more important fronts of it.

Which version of the 1uz do you have?
If you have the one that came with a 4speed transmission, you can swap out your cruisers transmission to the a442 ECT version.
and use the 1uz-fe ecu to control that 4 speed ECT a442. It will do so nicely.

engine coolant temp sensor good?
Coolant bled properly, ie no air in the cooling system?
if the engine is missing or performing bad / hesitating specially when warm, have you checked and confirmed if there are no vacuum leaks, good ignition system and plugs.
is the M-REL output wired correctly?
IIRC, the ecu uses the MREL to keep itself on even after you turn ignition off to reset the IACV motor. So the next startup it causes fast idle and then slowly comes down to set RPM when at operating temp.
erhmm. End of battery / alternator can cause all sorts of problems, I would suggest to fix that area and all power connections. A bad ground can cause such issues as well because then the ECU cannot power the solenoids properly. ECU provides +12v to the shift solenoids and they are grounded...
