Update: -Found a good sized leak at IACV gasket, ordered a new OEM gasket that could be the issue! -Found EGR valve had a minor leak, so ordered a delete kit. -Found TPS at minimum, and ANY adjustment immediately stops the surging idle and leads to 3000 rpm idle. Though this may be a symptom...
