I have an idle problem that I've searched for days on the forums about and can't find an answer.

The problem is as follows: car starts fine, I drive car around for an hour, its fully warmed up, I then park the car and once its in park it starts doing the weird stutter thing. In the video I showed how if I shift into drive it stops having the issue, and when I then shifted into park again the issue was still gone. Since its such a situational thing its been a wild goose chase to find the problem.
Car information:
1993 lexus sc400
I've done the following to try and fix issue:
New fuel pump
fuel pump ecu delete
2 different ECU rebuilt by Tanin auto electronics
new spark plugs, wires, rotors, distributor caps, and replaced both coil packs
Nothing has helped
When the car is having the idle issue, and I go to the trunk and put my ear against the back of the gas tank, I hear the normal whine of the fuel pump change pitch when it stutters.
