TMIC on an LS400 or SC400 wouldn't fit under the bonnet.

What benefit would it give over an FMIC except shorter piprework?
 
Most manufacturers only do this when space is limited.. and even then it isn't preferred... I think if cost wasn't an issue, all cars with a2a coolers would have them front mounted.

There is a major problem with under bonnet heat soaking with the TMIC setup and so is avoided when possible (within reason). Most cars come with coolers side mounted (behind the bumper but off to the side). The GTR's is the only car that comes to mind with a front mount from the factory.... but that's something you'd expect from a car that costed 100+K from the factory.
 
XR6 and 300ZX also had coolers mounted in front.
Top Mount is not as efficient as front mount, as you have to change the direction of air to get it into the cooler. Even with a bonnet scoop, at speed, all the re-directed air would end up and the rear of the cooler, and heat soak from the engine bay, hot air rises, would come stright back into the cooler once you stopped moving. They are good as they require less plumbing, but every tiem you want to do something to your car, you have to take the cooler off first.
 
The only viable top mount cooler is A/W.
Compact enough to fit in the available space and heat soak will have little effect as water is still being pumped through the core.
