Why are my timing marks off?

I’m doing a timing belt on my 1UZ VVTI out of a GS400, and running into a weird issue that I want to address before reassembling the front of the motor. I’ve put the crank pulley back on to check that it’s still at TDC but haven’t pulled the pin on the belt tensioner yet. As far as I can tell, in this position the crank pulley should be at 0°, correct? Mine isn’t lining up with the cam markings aligned. Can I just rotate the crank with the belt off to get it back in alignment? I want to make sure I get this right before trying to start it since these are interference engines.

edit: had the belt on backwards lol
