Are they Mercedes or Honda/Acura units grafted in? Looks a worthwhile modification.

Interestingly the car's driver can't see the flare of the light when it flashes because they use LED's which are very directional.

That's nice.
If you use the "batwing" style LED emitters, you get a more even dispersion; they are used for back-lighting signage panels.
Try doing a search for Luxeon, they have a pdf link on their website that explains the way the LEDs work, and how to make simple, stable circuits using their products.
